I have opened a thread on the mailing list of Palladium Books (Rifts): http://forums.palladium-megaverse.com/viewtopic.php?t=72077 Basically it says that the Coalition can ally with D-Bees ftc for specific missions without ever officially recognized alliance or grant special rights to D-Bees.
